Govt dumps PDP resolution on
summer unrest probe
LC Rejects Motion Amid Chaos,
Pandemonium

Jammu, Mar 16: The state
government Wednesday grounded a
resolution by the opposition PDP,
seeking an enquiry commission
headed by a sitting Supreme Court
judge to probe into last year’s
summer unrest in the Valley.
Amid noisy scenes in the Legislative
Council, PDP member Murtaza
Ahmed Khan moved a private
member’s resolution in the Upper
House for a commission of inquiry
headed by a sitting judge of
Supreme Court to be constituted to
probe the unrest in which around
115 civilians were killed, last year.
Blaming the state government for
fuelling alienation in the Valley due
to killings, Khan said that it has failed
to bring to book the culprits involved
in the killings despite ordering
probes and setting up commissions.
Khan, while moving the resolution,
said that 115 innocent civilian,
youth, and even teenagers were
killed by the security forces and
police for which, an independent
probe is must.
“They were not the armed men, not
even trained militants but they were
the innocent citizens, mostly youth,
of Jammu and Kashmir,” Khan said
and questioned the government that
what was their fault?
He batted for setting up of the
commission which will “freely and
fairly probe and order punishment
to those responsible as it would not
be influenced by the government.”
Rejecting the motion, Minister for
Law and Parliamentary Affairs Ali
Muhammad Sagar opposed the
resolution, saying that the
government headed by Chief
Minister Omar Abdullah has always
reiterated its “zero tolerance to any
human rights violations or custodial
killings in the state.”
He said that government had
initiated probes and set up a three-
member commission of inquiry to
look into the killings during the
summer unrest and action has been
taken on such reports till now.
“He (Murtaza) has used word ‘bad
governance’ and accused Omar led
government for the turmoil in
Kashmir which is not true,” the
minister said.
Sagar said; “Syed Ali Shah Geelani
and Mirwaiz Umar Farooq in
response to a question by national
and international media have clearly
said that they have nothing to do
with Omar government. They were
against India. They had given a ‘Quit
India’ call and the slogan was ‘Go
India Go Back,” Sagar said while
giving clean chit to the coalition.
He said during the PDP rule nearly
121 enquires were initiated but no
report was submitted after the
investigation and it indicates how
that government was serious about
the incidents.
While the opposition charged the NC
led government of ‘unleashing’ rein
of fear in the valley by resorting to
frequent arrests of youth, the
Government blamed the PDP
leadership of imposing AFSPA in the
state during early nineties.
After over ten minutes of debate,
with a voice vote, the resolution fell
in the council as Khan pressed for its
passage in the House.

Meanwhile, the Legislative Assembly
Wednesday witnessed heated
exchange of words between the
Speaker Muhammad Akbar Lone and
PDP legislator Syed Bashir.
The Speaker also reprimanded the
legislator for showing ‘disrespect’ to
the Chair and asked him to “behave
like a legislator.”
The trouble erupted after the PDP
MLA Syed Bashir who stood up from
his seat to raise an issue. Bashir
accused the Speaker of ignoring him.
“Aap Tou Hamari Sunte Hi Nahi Hain
Speaker Sahab (You don’t listen to
us). It is great injustice with the
Opposition members,” Bashir
remarked.
His remarks provoked the Speaker
who retorted; “You should learn the
manners to behave like a legislator
in the House. You must respect the
Chair.”
It led to heated exchange of words
with the Speaker directing the
legislator to take his seat.
Later, the PDP MLA clarified that he
had not shown any disrespect to the
Chair.
“Speaker Sahab Aap Ne Mujhe Zaleel
Kar Diya (Speaker sir, you have
insulted me). I had not shown any
disrespect to the Chair. I wanted to
raise a simple issue,” he maintained.
The Speaker directed that all words
which he made should be expunged
from the record.
